Refurbishment Asbestos Survey
- A Refurbishment Asbestos Survey is required when a property, or part of a property, is scheduled for refurbishment, renovation, upgrading, or significant alteration works. Formerly known as a Type 3 Survey, this inspection is designed to identify asbestos-containing materials that may be disturbed during planned works. For many non-domestic properties constructed prior to 2000, a refurbishment survey is a legal requirement before significant works commence. This may include removing walls, ceilings, doors, windows, floor coverings, or installing new equipment and services. Unlike a demolition survey, a refurbishment survey only applies to the specific area being renovated. For example, if the survey covers a kitchen and lounge renovation, any future works carried out in a garage or another part of the property would require separate assessment before work can begin.

What Does The Survey Involve?
A Refurbishment Survey is significantly more intrusive than a standard Management Survey and often involves destructive inspection techniques to access hidden areas where asbestos-containing materials may be present.
This may include:
• Lifting floor coverings
• Accessing ceiling voids and roof spaces
• Opening wall cavities
• Inspecting behind cladding systems
• Accessing concealed building services
Wherever possible, the area being surveyed should be vacated to allow a thorough inspection. Prior to the survey, the duty holder should provide any available information such as site plans, layouts, previous asbestos reports, photographs, and known site hazards to assist the survey process and improve efficiency.

Survey Results & Next Steps
Once completed, the survey will identify the location, presence, and extent of any asbestos-containing materials or asbestos debris within the refurbishment area. The report will also provide recommendations regarding any remedial actions, management requirements, or asbestos removal that may be required before renovation works proceed.
